అధికారంలోకి వచ్చిన రెండో ఏడాది నుంచి వైయస్ఆర్ ఆసరా పథకాన్ని అమలు చేస్తామంటూ ఎన్నికల ముందు వైయస్ జగన్‌మోహన్‌రెడ్డి ఇచ్చిన పెద్ద హామీ 11th September, 2020 నుంచి అమలు కానుంది. గత అసెంబ్లీ ఎన్నికల రోజు నాటికి (2019 ఏప్రిల్‌ 11) పొదుపు సంఘాల పేరిట బ్యాంకుల్లో ఉండే అప్పు మొత్తాన్ని నాలుగు విడతల్లో చెల్లించే ఈ పథకాన్ని సీఎం వైఎస్‌ జగన్‌ నేడు లాంఛనంగా ప్రారంభించనున్నారు. 8,71,302 పొదుపు సంఘాల్లో 87,74,674 మంది మహిళల పేరుతో బ్యాంకుల్లో ఉన్న అప్పు రూ.27,168.83 కోట్లను ప్రభుత్వం నాలుగు విడతల్లో నేరుగా ఆయా సంఘాల పొదుపు ఖాతాల్లో జమ చేయనుంది. ఇందులో భాగంగా తొలి ఏడాది రూ.6,792.20 కోట్లను ఆయా కార్పొరేషన్ల ద్వారా జమ చేయనుంది.As a part of implementation of "Nava Ratnalu", the Hon'ble Chief Minister commitment to alleviate the poverty in both rural and urban areas and to improve the productivity, the YSR AASARA scheme is proposed to be launched on 11.09.2020. Under the scheme, the Bank loan out standings of SHGs as on 11.04.2019 will be reimbursed in four installments. In urban areas the estimated beneficiary SHGs covered are 1,54,956.
YSR ASARA Scheme Highlights
The main motto of this scheme is to waive off the loan amount and provide the new loan with zero percent Interest to the eligible women. As we all know, the state government has already waived off the Dwakra groups loan amounts and has given sunna vaddi loans for the SC/ ST people. Under this new scheme, eligible beneficiaries will get up to Rs.50000 loan amount without interest rate.► 11 సెప్టెంబర్ ఉదయం 11 గంటలకు సీఎం వైయస్ జగన్‌ తాడేపల్లిలోని తన క్యాంపు కార్యాలయం నుంచి వీడియో కాన్ఫరెన్స్‌ ద్వారా ఈ పథకాన్ని లాంఛనంగా ప్రారంభిస్తారు.
►ఈ పథకం ద్వారా లభించే మొత్తన్ని ఎలా ఖర్చు చేసుకోవాలన్న నిర్ణయాన్ని అక్కచెల్లెమ్మలకే వదిలేస్తున్నామని, బ్యాంకర్లు ఆ మొత్తాన్ని పాత అప్పులకు మినహాయించుకోకూడదని సర్కార్‌ స్పష్టం చేసింది.
►2014లో ఎన్నికల ముందు డ్వాక్రా రుణాలన్నీ భేషరతుగా మాఫీ చేస్తానని గత ప్రభుత్వం హామీ ఇచ్చింది, కానీ జరగలేదు. దీంతో మహిళల అప్పులు తీరక, వాటిపై వడ్డీలకు వడ్డీలు పెరిగిపోయాయి. ఫలితంగా అప్పట్లో సుమారు రెండు లక్షల పొదుపు సంఘాలు బ్యాంకుల వద్ద నిరర్థక ఆస్తులు (ఎన్‌పీఏలు)గా ముద్ర వేయించుకున్నాయి. ఏ గ్రేడ్‌లో ఉండాల్సిన దాదాపు 5 లక్షల సంఘాలు సీ, డీ గ్రేడ్లకు పడిపోయాయి.
►వైయస్ జగన్‌ ప్రభుత్వం వచ్చాక సున్నా వడ్డీ పథకం కింద గత ఏడాది రూ.1,400 కోట్లు చెల్లించింది. తాజాగా వైయస్ఆర్ ఆసరా, వైయస్ఆర్ చేయూత వంటి పథకాల వల్ల పొదుపు సంఘాల వ్యవస్థ తిరిగి గాడిలో పడింది. దీంతో ఇప్పుడు 99.27 శాతం రుణాలను సకాలంలో చెల్లిస్తున్నాయి.

వైయస్ఆర్ ఆసరా వారోత్సవాలు
►వైయస్ఆర్ ఆసరా పథకం ప్రారంభోత్సవాన్ని వారం రోజుల పాటు ఉత్సవంలా నిర్వహించాలని ప్రభుత్వం నిర్ణయించింది.► మహిళలకు రూ.6,792 కోట్లకు సంబంధించిన చెక్కును సీఎం లాంఛనంగా అందజేస్తారు. ఈ కార్యక్రమం ప్రతి గ్రామంలోని పొదుపు సంఘాల మహిళలు తిలకించేలా రైతు భరోసా కేంద్రాల్లో వీడియో వసతి ఏర్పాటు చేశారు. ప్రతి జిల్లా కేంద్రంలో కలెక్టర్, సంబంధిత జిల్లా మంత్రులతో పాటు ఐదు పొదుపు సంఘాలకు చెందిన మహిళలు ఈ కార్యక్రమానికి హాజరవుతారు.
►సీఎం వైయస్ జగన్‌ రాసిన లేఖ కాపీలను జిల్లా కేంద్రాల్లో మంత్రులు మహిళలకు అందజేస్తారు. నియోజకవర్గ స్థాయిలో ఎమ్మెల్యేలు ప్రారంభోత్సవ కార్యక్రమం నిర్వహిస్తారు.
వైయస్ఆర్ ఆసరా
- 11వ తేది: రాష్ట్ర, జిల్లా, నియోజకవర్గ, గ్రామ, వార్డు స్థాయిల్లో పథక ప్రారంభోత్సవ కార్యక్రమాలు జరుపుతారు.
- 12 నుంచి16 వరకు: స్థానిక ఎమ్మెల్యేలు తమ నియోజకవర్గ పరిధిలో రోజుకొక మండలంలోని గ్రామ, వార్డు స్థాయిలో ఐదేసి పొదుపు సంఘాల లబ్ధిదారు మహిళలతో సమావేశాలు నిర్వహిస్తారు. మహిళా సాధికరత గురించి చర్చిస్తారు. స్థానిక సెర్ప్‌ సిబ్బంది ఈ కార్యక్రమాల్లో పాల్గొంటారు.
- 17వ తేది: ఇటీవల వైఎస్సార్‌ చేయూత పథకం ద్వారా లబ్ధి పొందిన మహిళలు కొత్తగా చేపట్టిన వ్యాపారాలను స్థానిక ఎమ్మెల్యేలు ప్రారంభిస్తారు. వైయస్ఆర్ ఆసరా వారోత్సవాల ముగింపు కార్యక్రమాన్ని నియోజకవర్గ స్థాయిలో ఘనంగా నిర్వహిస్తారు.
Eligibility/ అర్హత
- Women who has a loan through the dwakra Mahila group will eligible for Asara Pathakam.
- All Beneficiaries must be the permanent resident of Andhra Pradesh state and should have the proof of identity
- Applicants should not have 4 wheeler vehicles
- Beneficiaries should have below 5 acres of land property
How To Apply for YSR Aasara Pathakam?
- All eligible beneficiaries must out to the corresponding Bank
- Fill the YSR Aasara Scheme 2020 application form
- Give proper details like Name, Father/ Husband Name, Gender, Age, Date of birth, Address, Dwakra Group number, Aadhar Number, Mobile Number, Previous Loan account Number, etc.
- Attach the required documents and submit the complete application form to the Bank Officers.
- Bank officers will check the application form and provide you with the acknowledgment slip.
- Check your YSR ASARA Scheme status Online or with Village Volunteer
